March 26, 2026: The Government of Chhattisgarh is offering incentives of up to 200% of Fixed Capital Investment (FCI) under the Industrial Development Policy 2024–30 to attract textile and garment manufacturing investments in the state.
Under the policy, a garment unit with an investment of ₹100 crore and employment generation of around 3,000 persons may be eligible for total incentives of up to ₹200 crore, depending on project scale, employment generation and eligibility conditions. The incentives include capital subsidies, employment-linked assistance and operational support measures.

“The focus has been to reduce friction for investors by combining infrastructure readiness with a comprehensive incentive framework,” said Rajat Kumar, Secretary, Department of Commerce & Industries, Government of Chhattisgarh, “Our textile parks in Nava Raipur are designed to enable quick scale-up and efficient operations from day one.”
Chhattisgarh is expanding its industrial base beyond minerals to include textile and garment manufacturing. The state has developed dedicated infrastructure for the sector in Nava Raipur, India’s first greenfield smart city of the 21st century, with plug-and-play textile and readymade garment parks.
The parks offer plots ranging from 0.3 to 10 acres and are equipped with reliable power and water supply, common effluent treatment facilities and integrated waste management systems.
The parks are designed for 24×7 operations, including night shifts for women workers, and include worker housing within the industrial ecosystem. They are located along the Mumbai–Howrah railway corridor and about 500 kilometres from Visakhapatnam Port, providing connectivity to domestic and export markets. Raipur Airport connects the state to major Indian cities within 90–120 minutes.
The policy provides employment-linked support of ₹6,000 per month for each woman worker and ₹5,000 per month for each male worker for five years. It also includes a training subsidy of up to ₹15,000 per employee, along with capital subsidy support, 100% electricity duty exemption for 12 years and freight assistance.
Chhattisgarh has an established textile base, producing over 200 metric tonnes of Tussar silk annually. Champa silk from the state has also received a Geographical Indication (GI) tag.
The state has also enacted the Right to Skill Act to strengthen industry-ready manpower. Around 50,000 graduates from institutions such as NIFT, IIT and IIM enter the workforce annually, while nearly 60% of the state’s population is of working age.
Companies such as Swift Merchandise and Punit Creation are expected to generate over 10,000 direct and indirect jobs through proposed investments in the state.
